POLICE BOARD TO MEET ON THURSDAY FEBRUARY 18, 2010 AT 11:30 A.M.

Police Board to meet on Thursday February 18, 2010

TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on Thursday February 18, 2010 at 11:30 AM in the Auditorium, 40 College Street. PRESENTATION – YESinDEED Fund
The Board will hear a presentation from Mr. John-Frederick Cameron, Vice President, Development and Communications, Youth Employment Services, regarding the results of a $30,000 contribution that the Board made to the YESinDEED Fund in 2008. The YESinDEED Fund was created to assist young people who are challenged by multiple barriers to employment that extend beyond the lack of formal education. The Board’s partnership with this organization has influenced and directly benefited over 10,100 clients, helping them to find work, engage in further training and enrol in further schooling.

DEPUTATION – ALARM COST RECOVERY PROGRAM
The Board will hear a deputation from Mr. Jean-Francois Champagne, Executive Director, Canadian Security Association regarding an amendment to a by-law, approved by the Board at its January 21, 2010 meeting, that increased the fee for each dispatched response to a false alarm from the current amount of $83.50 to $130.00. Following a review of the False Alarm Cost Recovery Program, it had been determined that the TPS is not recovering the full cost of sercices provided in response to false alarms. As a result, the Chief had recommended an increase to more accurately reflect the costs incurred by the Service.

PAID DUTIES – REVIEW OF OPERATIONAL PAID DUTY GUIDELINES AND RELEVANT PROCEDURES
The Board will consider a report from the Chief regarding the paid duty program. This report arises from a series of motions previously made by the Board. The report reviews the history and purpose of the paid duty program as well as the Operational Paid Duty Guidelines and relevant procedures. The report concludes that the Service instituted the paid duty system as a method of accomodating the needs of clients requiring police services that fall outside the realm of normal on-duty policing responsibilities and that it would be difficult to reduce the dependence on paid duty officers at construction sites and special events, barring a change in City of Toronto policies or amendments to provincial legislation.

ANNUAL REPORT – UNIFORM PROMOTIONS
The Board will consider an annual report from the Chief regarding 2009 uniform promotions. The report lists the members of the Service who were promoted to the ranks of Sergeant and Staff/Detective Sergeant in 2009, along with an employment equity analysis of the processes in which they participated.
