Independent Civilian Review
CLARIFICATION

Toronto – The Toronto Police Services Board would like to clarify that complaints regarding the police at the G20 Summit should not be submitted to the Board. The Board will not hear deputations regarding personal experiences with police at the G20 Summit that could be the subject of a public complaint.

Effective October 19, 2009, all complaints about the conduct of police officers or about the policies or services delivered by the Toronto Police Service must be reviewed by the Office of the Independent Police Review Director (OIPRD). More information on filing a complaint about the police is available at www.oiprd.on.ca.

At its meeting of July 6, 2010, the Toronto Police Services Board approved a recommendation establishing an Independent Civilian Review, to identify and study issues raised by the public and Board members regarding oversight, governance, accountability, transparency and the communications and supervision issues arising from a multi-jurisdictional model of policing in the context of the governance role and policies of the Toronto Police Services Board. The Independent Civilian Review has as its focus, matters of governance and policy, rather than operational policing issues or public complaints about personal experiences with police.

The Board will consider a report at its meeting of July 22, 2010 regarding the next steps in the Independent Civilian Review process. This will include proposed Terms of Reference for the Independent Civilian Review.

The Board will receive written submissions or oral deputations about a report which will be included on the agenda of the Board’s July 22, 2010 meeting. This report will include the draft Terms of Reference for the proposed Independent Civilian Review.
