Police Board to meet on Thursday

TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on Thursday September 23 at 1:30 PM in the Auditorium, 40 College Street. BOARD POLICY ON THE COLLECTION, USE AND REPORTING OF DEMOGRAPHIC STATISTICS
The Board will consider a report from the Chair recommending the approval of a Board policy on the collection, use and reporting of demographic statistics. As stated in the report, this policy is comprehensive, going beyond a policy on collection and dissemination of race-baced statisics and covers all grounds prohibited by the Ontario Human Rights Code. It sets out clear parameters to guard against the improper use of statistics, while, at the same time, permitting the Chief to collect and use statistics for certain legitimate purposes.

SHARING OF FIBRE OPTICS BETWEEN THE TTC AND THE TORONTO POLICE SERVICE
The Board will consider a report from the Chief recommending that the Board approve entering into a five-year memorandum of understanding with the Toronto Transit Commission (TTC) for the TPS’s access to and use of the TTC fibre-optic network and for the TTC’s use of the Toronto Police Service’s fibre-optic network, where deemed appropriate by the Chief. This MOU will increase the benefits and value from the financial investments both organizations have made and will continue to make in their respective fibre-optic infrastructures. It also provides a cost-effective interim solution for the Service to help meet its requirements for some of its internal camera and video systems until the wide area lease network being implemented is completed.

CAPITAL BUDGET REQUEST
The Board will consider a report from the Chief regarding the 2011-2020 Capital Program request. In the report, it is recommended that the Board approve the 2011 net request of $50.1M and a net total of $324.4M for 2011-2020. The request continues to focus on improving and updating the Service’s aging facility infrastructure and ensures that information and technology needs are appropriately addressed. As stated, the request meets the City’s affordability debt target for the 2011-2020 program in total.

OPERATING BUDGET VARIANCE REPORT – TORONTO POLICE SERVICE
The Board will consider a report from the Chief regarding the operating budget variance report for the period ending July 31, 2010. As at that date, the Service is projecting an unfavourable variance of $2.3M, which is $0.5M more favourable than that reported in the previous report. Expenditures and revenues will be closely monitored throughout the year and the Service will endeavour to remain within the approved 2010 net operating budget.

INDEPENDENT CIVILIAN REVIEW OF G20 SUMMIT POLICING – RETENTION OF REVIEWER
The Board will consider a walk-on report from the Chair with respect to the retention of a Reviewer to conduct the Independent Civilian Review of the policing of the G20 Summit (report available at meeting).
