Board Chair to Speak about Proposed New Complaints Legislation

TORONTO: Toronto Police Services Board Chair Alok Mukherjee will be speaking on behalf of the Board tomorrow as the Standing Committee on Justice Policy meets to hear public presentations regarding Bill 103, An Act to establish an Independent Police Review Director and create a new public complaints process by amending the Police Services Act.
Chair Mukherjee will note that the Board supports many of the major changes proposed in Bill 103, including the establishment of an Independent Police Review Director and an audit mechanism, as these will enhance accountability of the complaints process. The Board also welcomes the expanded definition of those who are “directly affected” by police policy, service or conduct that the Bill includes.
However, Chair Mukherjee will also advocate for additional changes, such as an amendment of the provision regarding the suspension of officers, to allow chiefs of police to suspend officers without pay, where circumstances warrant. These changes, among others, are necessary to ensure that the new complaints process is fair, effective, transparent and accountable.
