Police Board to meet on Thursday

TORONTO: The next scheduled meeting of the Toronto Police Services Board will take place on Thursday February 3, 2011 at 1:30 PM in the Auditorium, 40 College Street. HUMAN RIGHTS PROJECT CHARTER (HRPC) - 2010 FINAL REPORT
The Board will receive a presentation from the Chief of Police on the HRPC final report. The final report, produced after a three-year collaborative approach between the Board, the Service and the Ontario Human Rights Commission, to incorporate human rights and anti-racism perspective into all policing activities, provides a comprehensive overview and status report on the strategies recommended by the Charter. The Charter has provided a roadmap for organizational change.

PROFESSIONAL STANDARDS SEMI-ANNUAL REPORT
The Board will receive a presentation and consider a report from the Chief of Police regarding the Professional Standards 2010 Semi-Annual report. The report illustrates statistical data from January to June 2010 and includes information about a number of areas, including public complaints, Police Services Act charges, Use of Force, Suspect Apprehension Pursuits and Service Awards.

COST OF POLICING THE G8/G20 SUMMITS
The Board will consider a report from the Chief of Police which provides the final cost of policing the G8/G20 Summits. The G8/G20 Summits that took place in June 2010 resulted in significant incremental costs for the provision of policing and security. The final claim submitted to Public Safety Canada by the Service is $89.2M, which is $55.2M (or 38.2%) below the net budget of $144.4M approved by Public Safety Canada. The costs are eligible for full or partial reimbursement under the Federal government's Security cost Framework Police.

RETENTION OF EQUIPMENT PURCHASED FOR THE G8/G20 SUMMITS
The Board will consider a report from the Chief of Police which outlines the cost of retaining some of the equipment purchased for the G8/G20 summits. As per the Federal Government’s Security Cost Framework Policy and the funding agreement, any equipment purchased is reimbursed at 50% of the cost. The total cost of equipment retained by the Service is $2.3M. However, there is no net cost to the Service for this equipment, as $1.7M of the $2.3M is being covered from the full reimbursement by Public Safety Canada of the staffing cost of Service members assigned to the G8/G20 planning team. The remaining $0.6M is being charged to various approved Service capital projects, and subsidizes (at 50%) the cost of equipment that was planned to be purchased for those capital projects (e.g. security cameras for the new 11 Division capital project), resulting in savings for those projects.
