Settlement of Former Board Chair Norm Gardner’s Civil Claim

Toronto - The Toronto Police Services Board, Her Majesty the Queen in right of Ontario (“Her Majesty”), and Norman Gardner announce the resolution of Mr. Gardner’s action to recover legal fees he incurred as a result of proceedings by the Ontario Civilian Commission Police Services (“Commission”), after a matter involving Mr. Gardner was referred to the Commission by the Toronto Police Services Board. The parties, although not in agreement as to the merits of the litigation, recognize that the costs of the litigation are likely to substantially exceed the amounts in issue. They have therefore jointly agreed to a settlement amount which will mitigate some of Mr. Gardner’s costs and is substantially less than the costs of the subsequent procedural steps in the litigation. As a result, the action against the Toronto Police Services Board and Her Majesty will be dismissed, obviating the need for any further expenditure of the public’s money on this proceeding.
