Police Board to meet Wednesday

Toronto: The next scheduled meeting of the Toronto Police Services Board will take place on Wednesday December 19 at 1:30 PM. Please note that this meeting will not take place at Police Headquarters but will instead take place in Committee Room 1 at Toronto City Hall, 100 Queen Street West. Copies of the agenda are available on the Board's website by clicking Board Agenda, from the Board office and limited copies are available at the meeting. Items of interest include:

PRESENTATION ON TORONTO POLICE SERVICE YOUTH PROGRAMS
The Board will hear a presentation from members of the Community Mobilization Unit regarding the Service’s youth programs. The Service participates in a variety of educational programs geared towards young people across the City of Toronto. Many of the youth programs involve police officers, not only from every police division across the Service, but also from specialized support units such as the Community Mobilization Unit.

VICTIMS AND WITNESSES WITHOUT LEGAL STATUS POLICY
The Board will consider a report from the Chair regarding the policy on Victims and Witnesses without Legal Status (also known as the “Don’t Ask” Policy.) As the report states, one issue that remains outstanding with respect to the policy is whether or not police officers can use discretion once they are in possession of knowledge, however obtained, about an individual’s immigration status. The Working Group is not currently in a position to make further recommendations as it is awaiting information on this issue.

MUNICIPAL FREEDOM OF INFORMATION AND PROTECTION OF PRIVACY ACT (MFIPPA) COMPLIANCE
The Board will consider a progress report from the Chief regarding compliance by the Service with the Municipal Freedom of Information and Protection of Privacy Act, following an audit of this area. The report states that further progress has been made with respect to audit recommendations and that the annual compliance rate continues to increase.

ENTERPRISE CASE AND OCCURRENCE PROCESSING SYSTEM (eCOPS) REPORT
The Board will consider a quarterly report from the Chief regarding the Enterprise Case and Occurrence Processing System (eCOPS), one of a series of periodic reports on the initiative. The report also discusses the work of the Information Management Processes Assessment and Review Team (IMPART) that is examining the Service’s information management systems that support core policing functions.

PRESENTATION ON ONTARIO ASSOCIATION OF CHIEFS OF POLICE (OACP) BUDGET AND FINANCE COMMITTEE REPORT
The Board will hear a presentation regarding the Ontario Association of Chiefs of Police (OACP) Budget and Finance Committee Report on “Budget and Financial Management Best Practices.” This report has been developed to provide a framework for the identification of best practices for Ontario police services, focusing on the critical issues within the budgeting process. The report provides an examination of seven current budgeting activities and their best practices.
