Toronto: The next scheduled meeting of the Toronto Police Services Board will take place on Thursday September 28 at 1:30 PM. Please note that this meeting will not take place at Police Headquarters but will instead take place in Committee Room 1 at Toronto City Hall, 100 Queen Street West. Copies of the agenda are available on the Board's website http://www.torontopoliceboard.on.ca/, from the Board office and limited copies are available at the meeting. Items of interest include:
Taser Pilot Project Evaluation
The Board will be given a presentation and consider a report from the Chief regarding the evaluation of the three-month Taser pilot project in which front-line supervisors were given Tasers. The report concludes that the Taser was an effective tool in de-escalating and safely resolving many situations where officer and public safety were at risk and recommends the purchase of additional Tasers for front-line supervisors.
Suspension of Officers Without Pay
The Board will consider a report from the Chief which provides an overview of the Board's and Service's consideration of the issue of suspensions without pay of police officers and some of the actions that have been taken to address the issue. The Chief recommends that the Board request the Minister of Community Safety and Correctional Services to amend the Police Services Act to allow chiefs of police to suspend officers without pay, in limited circumstances.
Closed Circuit Television
The Board will consider a report from the Chief regarding the proposed use of Closed Circuit Television (CCTV) by the Toronto Police Service. The report provides examples of other jurisdictions that utilize this technology and outlines its benefits. The report states that a program is currently being developed, in partnership with the Ministry of Community Safety and Correctional Services and based upon guidelines issued by the Information and Privacy Commissioner of Ontario, to use CCTV as a crime prevention device.
Toronto Police Service Operating Budget Variance Report
The Board will consider a report from the Chief regarding the 2006 operating budget variance for the Toronto Police Service as of July 31, 2006. As of this date, a favourable variance of $1.5M is projected, due, in large part, to lower salary and benefit expenditures and higher than estimated grant funding.
