Police Board to meet on Thursday
Toronto: The next scheduled meeting of the Toronto Police Services Board will take place on Thursday February 12 at 1:30 PM. Please note that this meeting will not take place at Police Headquarters but will instead take place in Committee Room 2 at Toronto City Hall, 100 Queen Street West. POLICY CHANGES RE: DISCLOSURE OF MENTAL HEALTH ACT APPREHENSIONS
The Board will consider a report from the Director of Litigation, City of Toronto, regarding a modification of the Board’s policy governing the disclosure of records relating to apprehensions under the Mental Health Act pursuant to the Vulnerable Sector Screening- Police Reference Check Program. Among the recommendations contained in the report is that the policy be changed so that disclosure of such information will be provided only to the individual applying to receive the Police Reference Check and not directly to the agency to which the individual is applying.

ABORIGINAL POLICING – STATEMENT OF COMMITMENT AND GUIDING PRINCIPLES
The Board will consider a report from the Chair recommending approval of a draft document entitled, “Aboriginal Policing – Statement of Commitment and Guiding Principles.” This document has been developed by a working group that included members of the Toronto Police Service’s Aboriginal Consultative Committee and the City of Toronto’s Aboriginal Affairs Committee. The document demonstrates the Board’s commitment to respecting and recognizing the unique position that the Aboriginal community holds in Toronto.

RESPONSE TO OMBUDSMAN’S REPORT ON THE SIU
The Board will consider a report from the Chief responding to the Ombudsman’s report entitled “Oversight Unseen,” an Investigation into the Special Investigation Unit’s (SIU) Operational Effectiveness and Credibility. The report includes the response from the Ontario Assoication of Chiefs of Police (OACP) Special Investigation Unit (SIU) Committee, which the OACP Executive has adopted as the official response for all of the Chiefs of Police in Ontario.

BOARD COMMITTEE REVIEW OF COMPLAINT RELATED TO SEXUAL ASSAULT INVESTIGATION
The Board will consider a report from the Chair about a Board Committee review of a policy complaint. This complaint arose out of sexual assault investigation. The Committee reviewed applicable policies and procedures, and heard relevant presentations from Service members. Its recommendations involve changes to training, procedures and policy, with an emphasis on the issue of Post Traumatic Stress Disorder (PTSD)

COLLECTIVE BARGAINING AGREEMENTS
The Board will consider two reports from the Chair regarding bargaining. The first relates to the 2009-2010 collective agreements for members (uniform and civilian) of the Toronto Police Association and the second relates to the 2009-2010 collective agreements for members (uniform and civilian) of the Senior Officers’ Organization and the extension of applicable and appropriate provisions to excluded staff, the Chief of Police and Command officers.
