TORONTO POLICE SERVICES BOARD ANNOUNCES TWO-STEP PROCESS FOR INDEPENDENT CIVILIAN REVIEW OF THE OVERSIGHT OF G20 POLICING

Toronto – Toronto Police Services Board today announced that at its public meeting on July 22, it will consider a two-step process for the development of the Terms of Reference and the implementation of the Independent Civilian Review of the Oversight of G20 Policing. Step one, will involve the development of the Terms of Reference, with Board and public input, and step two will be the Review itself.

The Independent Civilian Review was established by the Board on July 6, 2010 to identify issues and concerns, raised by the public and the Board, regarding oversight, governance, accountability, and transparency as they relate to the multi-jurisdictional model of policing applied at the G20 Summit. These issues will be reviewed in the context of the governance role, legislated mandate and policies of the Board.

“The issue of the G20 Summit policing oversight and governance is one of the most critical issues that the Board has faced in its history. We are encouraged by the tremendous public interest in the Review and the creation of its Terms of Reference,” said Alok Mukherjee, Chair, Toronto Police Services Board. “By creating a two-step process, and allowing for direct input into the creation of the Terms of Reference, we are confident that we will be able to achieve the goal of the ICR.”

In order to develop the Terms of Reference, the Board will engage a lawyer with expertise in policy and governance to work with the Board and interested members of the public. Once completed, the Terms of Reference will be provided to the Independent Civilian Reviewer, to be named in the future.

Members of the public interested in providing input into the Terms of Reference for the Independent Civilian Review may request to make a deputation at the Toronto Police Services Board meeting on Thursday July 22, 2010 or may forward a written submission to the Board. Requests for deputations and written submissions must be forwarded by email to deirdre.williams@tpsb.ca.

The Board will not hear deputations with respect to personal experiences at the G20 Summit or deputations which may be complaints about the conduct of police.
