Police Board to hold Hybrid Meeting on Thursday July 17, 2025

TORONTO: The next scheduled meeting of the Toronto Police Service Board will take place on Thursday, July 17 at 9:00AM. It should be noted that the Board will commence in public at 9AM before moving in camera for its confidential meeting, which will take place prior to attending to the held public agenda items. It is estimated that the regular public meeting will resume at 1PM.

Members of the public who wish to make a deputation on an item included in the agenda may register using the regular process, at https://www.tpsb.ca/meetings/making-a-deputation. The request must be received no later than 12:00PM on Wednesday July 16, 2025.
The Board’s meeting will proceed as a hybrid meeting.

AUDITOR GENERAL REPORT ON CYBERSECURITY
The Board will consider a report from Tara Anderson, Auditor General, City of Toronto, which is a follow-up to the first Toronto Police Service cybersecurity assessment completed by the Auditor General in 2021. As the report notes, as cybersecurity threats expand and evolve, it is important that the Auditor General continues her cybersecurity assessments so that she can continue to make recommendations to improve security controls across the City, and its agencies and corporations. As the report also states, given the services that the Service provides, the extent of personal and highly sensitive data it holds, and the critical infrastructure the organization supports, it must prioritize protecting its systems against cyberattacks and adapt to emerging threats. The report contains a number of findings, conclusions, and recommendations focused on this objective.
SENIOR OFFICER PROMOTIONS
The Board will consider a report from Chief Demkiw recommending that the Board approve the eligibility list of twenty-nine (29) Inspectors who will then be placed on a promotional list effective July 17, 2025. As the report notes, as part of the ongoing commitment to review the Service’s human resource and people management practices to increase trust, transparency and professionalism, the Inspector process contained new elements, including the requirement for an expression of interest through the submission of a professional resume and cover letter, and the submission of a letter of recommendation/support from a community representative or partner organization who can attest to their leadership and impact on the community. Candidates were expected to demonstrate exemplary commitment to the Core Values, goals and objectives of the Service, particularly in relation to improving trust in and within the Service, accelerating police reform and professionalization, and supporting safer communities. They were asked to highlight their Service and community relationships, as well as skills in the area of leadership, strategic thinking, planning, operations and administration.
UPDATE ON IMPLEMENTATION OF AUDITOR GENERAL RECOMMENDATIONS
The Board will consider a report from Chief Demkiw containing an update on the Service’s ongoing implementation of recommendations from two Auditor General’s reports: “Review of Toronto Police Service – Opportunities to Support More Effective Responses to Calls for Service; A Journey of Change: Improving Community Safety and Well-Being Outcomes” and “Audit of 9-1-1 Public Safety Answering Point Operations; Better Support for Staff, Improved Information Management and Outcomes.” As the report details, it is anticipated that 26 out of the 51 recommendations from both audits will be implemented by the fourth quarter of 2025. The remaining recommendations will continue to be addressed collaboratively through internal efforts and external partnerships with City agencies. As the report also notes, the next joint update will be provided in 2027, in alignment with the City’s SafeTO implementation report.
