Police Board to hold Hybrid Meeting on Thursday September 11, 2025

 

TORONTO:  The next scheduled meeting of the Toronto Police Service Board will take place on Thursday, September 11 at 9:00AM. It should be noted that the Board will commence in public at 9AM before moving in camera for its confidential meeting, which will take place prior to attending to the held public agenda items.  It is estimated that the regular public meeting will resume at 1PM.

The agenda is available on the Board’s website at: https://www.tpsb.ca/meetings.

Members of the public who wish to make a deputation on an item included in the agenda may register using the regular process, at https://www.tpsb.ca/meetings/making-a-deputation.  The request must be received no later than 12:00PM on Wednesday September 10, 2025

The Board’s meeting will proceed as a hybrid meeting.

DOWNTOWN COMMUNITY OUTREACH RESPONSE AND ENGAGEMENT (CORE) TEAM PILOT PROJECT

The Board will hear a presentation and consider a report from Chief Demkiw with respect to the Downtown Community Outreach Response and Engagement Team Pilot Project.  In December 2024, the Toronto Police Service (Service) and Toronto Public Health (T.P.H.) launched the Downtown CORE Team, as a one-year pilot project, to address complex health and social service needs among individuals experiencing homelessness, and challenges with mental health and substance use in the Yonge-Dundas (Sankofa Square) area. The program’s goal is to reduce vulnerability and emergency calls for service in the downtown core. This report provides an update of the program to date.  As the report notes, the CORE team’s ongoing evolution demonstrates a commitment to continuous improvement—integrating income and housing supports and adapting to the shifting needs of the community. In addition, thiswork serves as a model for how police services and public health can partner to deliver integrated, compassionate, and effective responses—advancing the strategic goals of the Service, while setting a new standard for community safety and trust in Toronto and internationally

 

2024 BODY-WORN CAMERA REPORT

The Board will consider a report from Chief Demkiw containing the Body-Worn Camera 2024 Annual Report, as required by the Board’s Body-Worn Camera Policy. The report details relevant Board Policy and compliance, including procedures and recent amendments. It also includes findings from the 2023 audit, requests made for footage by members of the public, and reasons for refusals, information regarding investigations conducted regarding body-worn camera non-compliance, reasons for disciplinary action for non-compliance, and penalties imposed. The report also discusses the use of body-worn cameras in both internal and external complaint investigations. Lastly, the report indicates the total number of recordings currently stored by the Service beyond the default retention period (classified by reason), and the total number of recordings released as part of a disclosure process in a legal proceeding. The report also notes that, at its May 2024 meeting, the Board approved a contract increase from Axon to support the hiring of 150 net-new Police Constables, which includes, among other things, 150 additional Body-Worn Cameras (B.W.C.s) and lifecycle refresh.

 

2026 BUDGET COMMITTEE

The Board will consider a report from Sandy Murray, the Board’s Interim Executive Director, regarding the establishment of the Board’s 2026 Budget Committee.  The purpose of this report is to establish the 2026 Budget Committee that will assist in the development of the Toronto Police Service’s 2026 capital and operating budget requests, and the Parking Enforcement Unit’s budget requests, as well as the Board’s 2026 operating budget request. As the report notes, the Budget Committee will also solicit public input in the form of deputations from community members.

The Toronto Police Service Board is the civilian body responsible for governing the Toronto Police Service. The Board is responsible for ensuring the provision of adequate and effective police services in the City of Toronto, setting priorities and objectives for the Toronto Police Service, approving the annual police budget and selecting the Chief of Police.
