The Toronto Police Service Board is pleased to announce the appointment of Chief Superintendent Francisco (Frank) Barredo, M.O.M., to the position of Deputy Chief of Police.

Deputy Chief Barredo brings nearly four decades of service to the Toronto Police Service, including senior leadership roles in Public Safety Operations, Professional Standards Support, Court Services, the Toronto Police College, and frontline divisional command. He has led complex, high-profile operations, overseen large budgets and specialized units, modernized training programs for thousands of members, and worked closely with diverse communities and partners across the city.
In selecting the Service’s next Deputy Chief, the Board was clear about the leadership qualities required at this moment: strong operational command experience, the ability to lead people through change, a deep understanding of modern civilian governance and oversight, and a genuine commitment to community safety and wellbeing. Deputy Chief Barredo’s record reflects those expectations. He has demonstrated steady leadership in challenging circumstances, a focus on professionalization and accountability, and a clear understanding that public trust must be earned and sustained every day.

This appointment strengthens the Service’s leadership structure to better reflect the scale and complexity of policing in Toronto. A clear and appropriately resourced Command structure is essential to effective supervision, operational excellence, and accountability at every level of the organization.

The new Command structure will be in place in the next few weeks.
